The charges apply to both local and long-distance calls, and are in addition to any other fees that may be charged by the caller's phone service provider.

The PUC instituted the toll charges in an effort to address the growing demand for 903 area code phone numbers. The 903 area code is now one of the most heavily congested in the state, and the new charges are intended to help free up some of those numbers.
